Georgia is the odd one out: apostilles don’t come from the Secretary of State at all. The Georgia Superior Court Clerks’ Cooperative Authority (GSCCCA) in Atlanta issues them, and notarized documents must first be certified by the clerk of superior court in the county where the notary is commissioned. Two agencies most people have never heard of, in the right order. This is exactly the kind of state where a service earns its fee.

Vital records need certified copies from the Georgia Department of Public Health or county vital records. The GSCCCA charges $3 per apostille.
