Indiana apostilles issue from the Secretary of State in Indianapolis. Most notarized documents go straight to the state, but marriage licenses are the exception: they need certification by the circuit court clerk in the county where the marriage occurred before the state can authenticate them. Vital records come from the Indiana Department of Health or county health departments as certified copies.
