New Jersey is another state that hides the ball: apostilles come from the Department of the Treasury’s Division of Revenue and Enterprise Services in Trenton, not the Secretary of State most people go looking for. Notarized documents generally need a county clerk’s certification first, confirming the notary’s commission is active, before Trenton will apostille them; certified vital records skip that step and come straight from the NJ Office of Vital Statistics and Registry or local registrars.
