Notarized documents generally go direct, since the Secretary of State keeps notary signatures on file and doesn’t require a county certification step first; certified vital records come from the Ohio Department of Health or local vital statistics offices, and Ohio’s local-office system means certificate formats vary more than most states, which is why we look at a scan before anything ships.
