Pennsylvania apostilles issue from the Department of State in Harrisburg, through its Bureau of Commissions, Elections and Legislation. Notarized documents go straight to the state, no county certification step first, but county-issued documents like marriage certificates have to carry the signature of the actual elected official, the register of wills or clerk of orphans’ court, not a deputy, which is one of the two or three details that make Pennsylvania submissions fail on the first try.
