Rhode Island apostilles come from the Secretary of State in Providence. Notarized documents submit directly, and vital records need to come from the right level: city and town clerks issue their own certified copies, but those can’t be apostilled, only certified copies from the RI Department of Health’s Center for Vital Records qualify.
