Virginia apostilles come from the Secretary of the Commonwealth in Richmond. Notarized documents go straight to that office for the apostille itself; the circuit court clerk certification some notaries mention is a separate, domestic-use-only step that doesn’t apply here. Certified vital records come from the Virginia Department of Health’s Office of Vital Records.

State fee: $10 for the first document, $5 for each additional document submitted the same day for the same country.
